Hi Jean,
   Do you have any platform in mind? Are you wanting to completely
  do this yourself or are you looking for a web designer to help
  you get bootstrapped?
   I'm the catalyst at Ideas & Coffee coworking space and we do a lot
  of WordPress stuff here. There are a number of WordPress Meetups,
  also Drupal and SEO meetups in town. If you check the Meetup calendar
  on http://www.abqcoworking.com/ you'll find a bunch of possible
  sources of information.
    If you're looking for a web designer to get you started with a
  CMS that you can then manage I know several I can recommend.
